How can I offer my webinars free ($0) for students and $25 for the general public?  Can only seem to set one price via PayPal and it appears that if the PayPal Option is enabled then the backdoor method of registering students as attendees by importing a .csv file will automatically be disabled.

Welcome to the Zoom Community, @GordonDM.  Since nobody has answered your question, I'll chime in.

I don't know of any way to do this with Zoom Webinar registration.  I have used Eventbrite registration, which provides a number of options and links directly to Webinar registration.

If your events are primarily paid events, you might consider either the Zoom Events product or it's webinar-only companion Zoom Sessions.  In the Events/Sessions editor, you can create multiple registration entry points and different price tickets.  Let me know if you'd like more info.
