Is it possible to host a webinar where three or more panellists converse with their videos on while one of them shares a PPT? We need to make sure that attendees can see the three panellists at all times, even when they are silent, and that this is also reflected in the webinar recording and the live streaming on YouTube.

When you share screen and have 3 panalist in the Zoom itself as Nafi explained above. However in the live stream and recording the active speaker is in the top righthand corner. You will NOT see the 3 panelists at the same time.

For livestream like youtube i believe can but maybe overlay, since i usually use speaker view before.

You cannot do this directly from Zoom. What you can do is take is caputure the screen using NDI and live streaming it from vMix or similar.
