Zoom Rooms Scheduling displays not showing in Workspaces

Does anyone know  why Zoom room type "scheduling displays" are not showing  in the workspaces? these are rooms that are reservable but do not have zoom capabilities. 

 

In the workspaces section they have a room type " reservation only room"  - which seems to be the exact same thing as  the "scheduling display"

 

If you click the tool tip when making a reservation only workspace 

"Reservation Only Room Workspaces do not have devices. They can only be set up with Scheduling Displays. To create a Room with a device, you must create a Zoom Room within the Zoom Rooms section of the Admin Portal"
