Whether ISV program participation is required to use the Video SDK

I am considering using the Video SDKs
We would like to know if participation in the ISV program is required for the following two Video SDKs

1. your own commercial web application
2. your own non-commercial web application

If this is not the right place for this Q&A, please let us know where it is.
