Specific admin roles - creation

How can I assign the sub user admin with less privilege and a can handle a group, not entire?

Here am looking for an admin access to control a specific access on creating/modifying/managing users. This sub admins don't want to see other users, zoom rooms, BYOC configurations, account profile details etc
