Content Sharing on iPad Pro always triggers Screen Broadcast recording

When I try to Share Content I always see a window come up that asks me to start a screen broadcast recording. I have followed online instructions to disable Screen Recording within Screen Time\Content Restrictions. I have removed the Screen Recording...
