Webinar registration authentification issue

We have people trying to register for a webinar.

 

Some people are signing up without issue.

 

Other people get a message saying only authorised participants can register.

In the settings area, I have the only Requiring authentication to join a meeting/webinar  settings turned off, but in the webinar section where the webinar is set up, it is saying it is turned on and I can't seem to turn it off.

Can you confirm, please, that these options are disabled?

Also, that the Approve or block entry for specific countries/regions is disabled:
