Is it possible to have a video playing prior to people joining a Webinar, rather than the text your Webinar will start soon ??

No, not in a regular webinar.  You have this feature for regular Zoom Meetings where you can customize the waiting room with a video.

So, Denise does that mean that a zoom webinar can't play a "about to start video" on loop for a few minutes until we start?

As a work-around, you can start the webinar, play a video on your movie player (eg QuickTime or Media Player) and share the screen, keeping your camera and mic turned off. That way attendees can join the webinar and be kept amused by your video whilst waiting for late-comers.
