Spotlight Panelist in Speaker View - still show other panelist

How do I spotlight two panelists while in speaker view, and still be able to show the audience the other panelists? When I do so, the audience only sees the two spotlighted panelists - they don't see the other panelists. I want them to be shown at the top as small videos.

This is the way Zoom works:

  • With Speaker View and no spotlighting, the active speaker (as determined by Zoom) is shown.
  • With Speaker View and spotlighting active, anyone spotlit will be shown.
  • With Gallery View, all panelists are shown, regardless of spotlighting. Each individual user can enable or disable viewing people with no active camera.
