Does anyone know if Zoom can tell you how much of a recorded webinar someone watched? eg participant A registered then watched 30 min of the 45 minute webinar and Participant B registered then watched the entire 45 minute webinar.

With on demand recordings, you can check the analytics page which includes the downloads, views, and how long each person has viewed a recording. In the zoom.us portal, go to Recordings click on the recording you'd like to see the statistics for and click Recording Analytics. Managing and Sharing cloud recordings
