Is the number of webinar registrations tied to the licence type?

We are wondering whether we need a Webinar 500 or Webinar 1000 licence. 


I have a user expecting more than 500 registrations for a webinar, but this person sure that far from everyone will participate live. Will the 500th registration get a notification that the webinar is full or can they still just register?

More than 500 people can register, but once they join, user 501 will get a message that the webinar is full.

On the other hand, you can configure so that in case it is full, they can view the event (if you do it, it is clear), through another streaming platform, youtube, facebook, vimeo, etc...
