If the Zoom Room is running and you just need to restart it, an admin can go into the Zoom Room management, edit the room in question, go down to Devices and click on 'Restart Zoom Rooms App' or 'Restart Zoom Rooms Computer'.
If the Zoom Room is not available, however, you would need to use your system management tools to remotely reboot the box or restart the application since Zoom would have no access to the hardware or OS.
