is it possible an admin can join meeting of their members without putting themselves in the waiting room?

Zoom admins don't have special privileges to bypass the waiting room.

Try disable the waiting room feature altogether. This allows anyone with the meeting link or ID to join directly
Other wise:
Make use of - Allow participants to join before host feature - https://support.zoom.com/hc/en/article?id=zm_kb&sysparm_article=KB0060501

This allows participants to enter the meeting even before the host arrives. This works even if the waiting room is enabled
