I saw that my one friend using zoom and is not able to start her video.  She doesn't have the option to start her video.  Even the host does not has the option to start my friend's video.

How can she resolve this issue?

You could try testing your friend's video using Zoom just to make sure all it set. Here's the support article that can help you out. https://support.zoom.us/hc/en-us/articles/201362313-Testing-your-video
