Organization's display name policy

As an admin, where can I change organization's display name policy.

For every new user the display name is default email address.

I want to change it to first and last name.

there are account settings that are related to display names that can be turned off or on by admins.

This does not answer the question asked. Nothing shown in your screenshot allows us to change the default display name.

I would also like to set the default display name as the user's first and last name.

I tried to do it via SCIM and SAML mappings. SCIM doesn't seem to work and if done through SAML mappings the user can no longer make changes to their display name.
