On free plan , participants limit (100) meaning are total participant?

In free plan,

Can I make 100 (or more) scheduled meeting room has only 2 or 3 participants?

or 

Do I limited 100 participants of total participant?

Hi @david-lee, I am not sure I understand what you're asking here? On a basic/free plan type, meetings are only limited to 100 participants including the host. You can go to https://zoom.us/pricing for more info on our plans.
