Error code 13215

I have Zoom Pro Plan. I invited meeting participants from around the world: Europe, US, Asia. But participants from Mainland China received error code 13215 and cannot attend the meeting. Even Hong Kong and Taiwan users can access.
Did anyone reported this to Zoom support center? Is there any advice on how to solve this? Thanks!

更加奇怪的是我11月充值的账号在中国可以使用,我12月充值的账号却无法使用

If you receive notice that Zoom has taken adverse action against your account due to a violation of Zoom's Terms of Service or Acceptable Use Guidelines, you can submit an appeal request to the Zoom Trust and Safety team through the options listed below:
- Click the link in your email notifying you that your account has been deactivated by Zoom
- Request an appeal by submitting the web form available here
