Yes, it is possible. When you start the meeting, click Security and uncheck Unmute Themselves, and Start Video. Now, open the participant panel and click Mute all, and if asked, click No to allow them to unmute. I added two screenshots. Let me know if this works. Thank you.

Is there a way to have this be set as the default setting for every meeting then enable video? Or completely prevent video from being used?

There is a Zoom setting that reads Start meetings with participant video on. Participants can change this during the meeting. You can turn that off, but participants can turn on their video in the meeting. There is no default that participants' video will be off, and they can't turn it on.
