What is the difference between “new meeting” orange icon in “meet and chat” menu  and start in “meetings” menu ?

Starting a weeping from the chat tab will call the person (or people) in the active chat window. 

Starting a meeting from the meeting tab just starts a new meeting. From those you can either manually add participants, or you can copy the meeting link and send to others via email.
