I hosted a Zoom meeting and recorded to the cloud. A co-host recorded locally. I never got an email that my cloud recording was ready, and it never showed up in my Zoom recordings. Is it possible that the co-host's local recording somehow affected my cloud recording?

The co-host would have bene able to stop your cloud recording. if you are going to have a cloud and local recording, it is best to make sure the user doing the local recording is NOT a host or co-host.
all the best
