Can the alternative host view the reports of a meeting? If so, how.

Unfortunately, no. Alt-hosts can only start the meeting in place of the host, but really has no additional access beyond that.

Zoom account admins can access attendee lists, cloud recordings, transcripts, chat, etc.  So if you know a Zoom admin at your company, they may be able to retrieve the reports for you.  I'm a Zoom admin at my company and I do this for people all the time (provided they have a just cause to retrieve someone else's reports of course).
