Able to join a meeting before host and claim host by host key

I want people to be able to join my meeting any time with meeting ID and password and then claim the host by using the host key but when I try this out myself without being logged in there comes up this window saying "Waiting for the host to start this meeting". I have enabled the function "Allow participants to join before host" and  selected "anytime" but this still happens. I would be very thankful if anyone  can guide me through this. I´m kind of loosing my mind with this problem, have been trying to fix this myself for weeks now 😓
