Registration Report Results

When I generate a Registration Report, it shows everyone who attended signed up within a 15 minute period before and after the start date and time of the webinar? 

I would think it would show the actual registration dates. 

What have I misconfigured? Or is this the way it's supposed to look.

You could need to combine registration and attendance to get a complete view of attendees. You could do this by downloading each report into excel or setting something up with APIs. If you are not a developer there is a marketplace app, Salepager, for generating registration for webinars including actual registration dates.
