I sent a panelist access (as a panelist) to a practice webinar so he could start the practice session on his own. He is getting message that the webinar hasn't been started yet. I need him to be able to go in and out of the webinar to practice on his own. Is this not an option?

Welcome to the Zoom Community, @JacksonDee.
Panelists in standalone Webinars can’t start them, unless they are also added as Alt-Host, which requires the Panelist to be on the same organizational account as the Webinar Host/Owner.
If this is a Zoom Event or Zoom Session, you can check the Alt-Host box on the session’s Speaker info.
