hidden limitations on account, how do I find what they are?

While confirming a report of a disruptive user I was blocked via the CAPTCHA. I ask AI bot why and it suggested there was a limitation on my account due to abuse.

How can I or anyone resolve this limitation? Find out what & appeal.
