Zoom のプロプランの管理画面に「ユーザーにまだ割り当てられるライセンスが存在します」と表示されていますが、下段のメッセージにお使いのアカウントにおけるライセンスの割り当ての上限を超えましたと表示され、誰にもライセンスユーザーが割り当てできません。
