You can put them into the waiting room instead. Happens immediately and you can simply let them starve there, or leave.

Yes, you can communicate with them by joining them in the breakout room. Of course, you will be cut off from the main meeting while in the breakout room.Participants will not be able to leave BR when configured accordingly (see screenshot)
