Is it possible to set up an (Zoom Webinar) event without the list of attendees being visible to the panelists?
If yes, how.

no.  what you can do is (with help of a technical producer) invite your panelist to a zoom meeting, and from there input their video into the webinar via programs such as vmix.  Do note that the panelist do not have direct access to chat or Q&A
