Panelists can't turn on video in Zoom event webinar

Our panelists entered the practice session/backstage but couldn't turn on their video. It said "host has blocked video" and when I went into my Zoom account, I saw that the video was turned off for panelists in the individual session/webinar, but I'm unable to edit it there in my account. 


When I click "edit event" in my zoom account it takes me back to the Zoom event/hub. Where in that hub can I change/turn on panelist videos?

In the Webinar, see the Participants window and check Allow Panelists to Start Video.

I haven't found a place to change the default for this for all sessions in Zoom Events.
