Recording capturing app users but not those joining by telephone call

I need to post a recording of our public meetings. There are a number of participants who join via telephone (instead of the app), and I haven't been able to capture them or their identities in the recording. I need to do so as evidence of a quorum. I appreciate the advice, in advance, very much.
