Depending on the device the user is on (PC, MAC) this could be a network issue, or a waiting room issue. If you have a waiting room, then you can remove this option or allow the user in. If the user is continuing to get a "waiting" symbol, I would advise uninstalling and reinstalling Zoom, possibly rebooting, and seeing if that assists.
