PWA fails to use external camera

In the PWA, I can select a camera plugged into my chromebook via USB, but the app continues to use the image from my chromebook front camera, regardless of the camera shown in that option.

Press the Win key on your keyboard.
Enter “Lenovo” in the Start menu.
Click on Lenovo Vantage or download it from the link.
Open that app and select Hardware Settings, followed by Audio and Visual.
Disable the Camera Privacy Mode. If this mode stays on, press the camera button on your laptop and disable it.
