Lost the Set Playback scissor icon in my cloud recording

I can't find the scissor icon in my cloud recording, so I'm unable to set the playback for my shared link.

Mine is gone too. Also, the download button is there, but cloud recordings will no longer download. I don't know if these are permanent changes to Zoom? Or if there's something glitchy going on today? Either way, not sure how to get an answer from someone who actually works for Zoom. Hopefully the scissors come back as quickly as they disappeared.
