Join and leave dates not matching between API and System reports

We're seeing some strange bahaviour that we need to explain to a client.

They have a webinar set up (though this applies to meetings as well) which runs over 2 days

In the example data it was running on the 24th and 25th January.

Their event is in the Singapore timezone.

They had test users join the webinar on the 24th

If they pull the attenance reports from the user interface they can see attendance on the 24th... See the line below where I've only removed the email address of the person in question....

However when we retrieve the attendance from the API using the 

report/webinars<webinarID>/participants endpoint

All the attendances are shown for the 25th January - The time's don't convert properly either - but the dates is the larger issue. Here's the JSON for the same participant....

As you 'll see not only is the date wrong - but the minutes in the time don't match. I've gone through all the participants in the report and compared to the API call results and this is happening for all of them.

Any ideas?
