Zoom Webinar Api Access Issue

My requirement is to pull webinar data from zoom for couple of user accounts. Currently our zoom admit created the app and shared us the client id and secret key with that I'm able to generate a access token but when I try accessing webinar api with previously generated access token I'm response getting 'Code - 1001, Message - User does not exist'. Our admin is saying he has given all the permission and the user I'm trying is also exist in the system but I'm not able get the api response. Kindly guide me here.

there is a separate developers forum, but I also monitor that so lets try some simple answers.
whats is the data you are trying to access.
Is it data collected after the meeting has ended or information while a meeting is active?
the developers kit is always moving on and your app may be out of date with the latest security
please submit with some more information
