 Please see this Zoom Support article on polling in Webinars.  Note that what you’re asking is not possible currently. Attendees are always permitted to answer polls; panelists may optionally also be permitted. This is the current design of polling in Zoom Webinars. 

If you’d like to recommend a change to the Zoom design, please use this form to communicate your change request.
