How to set chat setting to by default to everyone...

Hi,

I am trying to use zoom webinar using simulive.

I have kept chat setting to everyone for attendees

but despite that during simulive when people join it is set to host and penalist.

Despite keeping it to chat with everyone why is it still set on host and penalist. due to which customers are not able to see each other's chat and it is affecting the energy of the room.
