Adding a chapter to clips

Is there a way to just add a chapter to clips? The highlights auto-generated is not very reliable to me. And going through the entire 1-hr long meeting to edit it takes too much time. Editing chapters seem to be easier, but I cannot just download the chapter or adding a certain chapter to Clips. I see this really limited the potential of both chapter and Clips feature.
