Banning a User by IP

What is the best way to rid Zoom platform of this guy and best way to get Zoom's attention on the matter?

I would be careful trying to block an IP address. Unless someone pays to have a reserved address the ISP can re-assign it to someone else at any given time. That being said, I am not sure if you can block by IP but you can block by domain.
