Hybrid Meeting attendance solutions?

I'm wondering if users are utilizing an app that would force meeting attendees to sign an attendance form? I have a use case to track attendees who may join in groups from separate zoom rooms. Is there a simpler way rather than headcounts and taking manual notes?

Unfortunately, if you are using Zoom Rooms, it would be impossible to force people to sign an attendance form since the Zoom Room software has not way to restrict people from entering or participating in a meeting within the room.
