Basic User on Business Account HIPAA compliant?

When adding users to a Business account, we are given the option for Basic or Licensed. We have a BAA to ensure that our account is HIPAA complaint. What we're wanting to know is whether the Basic Users are covered under that BAA and therefore HIPAA ...
