Is there a way to purchase a webinar for one meeting only? I don't want to upgrade my account but I do need it for one meeting a year.

Short answer is no. If you have the cheapest monthly paid account you could add on the webinar option during the last few days of your monthly service and pay a prorated price and then cancel before you get charged for a full month.
