I have a Business account and my WEBINAR has been upgraded to FULL HD 1080p..This is ONLY happenning to ATTENDEES and wheni make him, a PANELIST the resolution drops

Not sure what resolution drops where.  can you provide a screenshot?  Also make sure you have the following settings.

Sorry if this sounds elementary, but it’s an important point: How are you measuring resolution, and under what conditions?  Are you using the Statistics tab of the Settings window, or are you looking at recordings?  Are you looking at a gallery view, ac speaker view of one person other than the invited panelist, just the invited panelist, or more than one Spotlit panelist in Speaker View?
