In a Webinar -

can one computer (host) record the discussion/presentation and assign a Co-host to record the interpretation on another computer?

Hi CHelm,

 

If you are recording to the cloud, the host and co-hosts can control that recording (i.e. stop or pause the recording). So the co-host will not be able to record locally to record the interpretation. You can ask a panelist in your webinar to do the local recording to capture the interpreted audio. By default, panelists has permission to record locally to their computer.
