Issue Zoom Error 104103

I have an issue when I open the zoom application, the error display is 104103 and offline. test to create meeting or join meeting it show reconnecting.
I have updated to version 5.10, uninstall and installed apps, disabled antivirus, checking firewall and proxy to automatically still can't. Internet connection there is no issue, access to IX and IIX no problem. any suggestions regarding about this?
I'm using windows 10 pro version 21H2.
some issues like this are solved by reinstalling Windows. Has anyone solved it without needing to reinstall windows?
