Webinar Chat - Panelists cannot directly message Attendee in chat.

Our client is using Webinar to host a series of online videos. We're using the basic chat function. If an attendee writes in the chat box, one specific panelist (using a VPN) cannot respond directly to the attendee - they can only respond to 'everyone' or other specific 'panelists'.

 

Does the use of a VPN disable certain Zoom Webinar functions?

The hosts of the webinar are NOT using a VPN.
