Webinars - Registrations vs. Attendees

If we have a webinar 500, I understand that there can be 500 attendees to that webinar.  However, can more than 500 register?   

For example I publish an event, can 600 people register, however come the event time only the first 500 get let in?

@AgentLocator correct, it is based on the number of attendees that join the webinar, so you could have 600 people register and it will be capped at your license based on the actual attendance.
