Build a spinner widget for whiteboard

Hello, 

I was curious if anyone in the community knows if it is possible and where to start to start researching how to build a widget that can be present on a zoom white board.  I would like to use it to assist in fun breaks where meeting participants can spin the spinner and land on different numbers.
