How can the 'Max concurrent views' for my webinar have a higher count then 'Unique Viewers' (by almost twice the amount - )?

I've found the definitions below, I wonder if my report is giving erroneous data as I can't see how Max concurrent viewers > Unique Viewers. What am I not understanding properly? Are there any factors that can prevent zoom from properly counting unique viewers (such as VPN/ad block, viewing through specific browsers... etc.)?

Max Concurrent Views: This value shows the maximum number of online viewers at the same time during the webinar, excluding panelists.
Unique Viewers: This value shows how many people viewed the webinar on their computer. It does not include panelists or attendees who only listened by phone. Viewers who joined the meeting multiple times or from multiple devices are counted.
