Unable to turn confirmation email on

I keep turning on the confirmation email.

But after a period of time (e.g. a few hours) the message comes back.

Registration confirmation email is currently turned off. We recommend turning it on or sending your own confirmation email so that attendees can join the session smoothly. Turn On Confirmation Email.

Why is this happening and how do I stop it?
